ケアサポート９／ケアマネージャー（介護支援専門員）試験／ＴＯＰへ

厚生労働省の「今後の介護人材養成の在り方に関する検討会」（委員長＝駒村康平・慶大教授）は10月29日、第6回会合を開き、介護福祉士国家試験の受験要件として導入が検討されている「600時間課程」などについて、現場の介護従事者からヒアリングを行った。出席したヘルパーらからは、「働きながら600時間の研修を受けるという案は、現実的とは言えない」「これでは資格を取るな、と言われているようなもの」などの厳しい意見が相次いだ。

ヒアリングでは、▽介護福祉士を受験するための新たな条件として導入が検討されている600時間以上の研修についての意見▽介護職員が働きながらでも600時間以上の研修が受けられるようにするために必要な支援策―の2点について、特別養護老人ホーム（特養）やデイサービスセンター、グループホームなどで働くヘルパーらに意見を求めた。

　このうち、600時間以上の研修の導入については、「介護福祉士に挑戦したいという職員は多いが、（働きながら600時間を受講するのは）大変厳しい。現実的とはいえない」といった意見が続出した。中には「とても受講できない。資格を取るなと言われているようなもの」と言い切る出席者や、「そこまでしなければならないのなら、ほかの仕事を探します」「受講費用20～30万円は誰が出してくれるのでしょうか。自腹は絶対に無理です」といった同僚らの意見を紹介した出席者もいた。
　また、働きながら研修が受けられるようにする支援策については、費用負担やより身近な場所での研修の実施、通信教育による受講の実現などを求める声が上がった。

■新たな研修体制「保険上の評価とつなげることが重要」―石橋委員

会合では、▽介護福祉士と比較して「より高い知識・技術」を持った人材の育成の方向性▽「より高い知識・技術」を持つ介護福祉士が提供する介護サービスの質や、チームケアにおいて担うべき役割－などについて、委員の間で意見交換が行われた。
　石橋真二委員（日本介護福祉士会会長）は、同会で実施している「介護福祉士ファーストステップ研修」の概要を紹介した上で、「（より高い知識や技術を持った介護福祉士を育成するための研修は）ファーストステップ研修を生かした形で検討してほしい。また介護職員のキャリア形成支援の促進には、介護保険制度上の評価とつなげることが重要ではないか」と提案。委員から異論はなかった。
　また、「在宅で働く従事者向けの研修と、施設で働く従事者向けの研修は分けるべきではないか」（中尾辰代・全国ホームヘルパー協議会会長）とする意見や、「既にあるほかの研修との関係を整理する必要がある」（藤井賢一郎・日本社会事業大専門職大学院准教授）などの意見も出た。
