保険料、住民税...年金からの天引き　口座振替で税に違いも

年金からの天引きが原則だった後期高齢者医療制度と国民健康保険の保険料が今年４月、条件なしで口座振替も選べるようになった。天引きの評判が悪かったためだ。しかし、同じ社会保険でも介護保険料は原則、天引き。この１０月からは地方住民税の年金天引きも始まる。自治体は振替との選択制に消極的だが、社会保険料は納め方によって世帯の税負担が下がるケースもあるので注意したい

横浜市に住む原田幸夫さん（８３）＝仮名＝は、後期高齢者医療制度の保険料を口座振替にした。保険料は、夫婦合わせて約２０万円。年金収入は自身が約３１６万円、妻（８１）が約５５万円と豊かだが、保険料アップには納得できない。「年金から勝手に持っていかれるのは収まらない」という。

　先月には、この秋から住民税も年金天引きになると知った。「介護保険料も天引きだし、どうして、何でも年金から持っていくのか」と不満が募る。

　実は原田さんの場合、妻の保険料を原田さんの口座振替にしたことで、世帯の納税額が国税と地方税合わせて約６０００円減る。妻の後期高齢者の保険料約４万円を、原田さん自身の社会保険料計２３万円と合わせて控除できるからだ。

　原田さんの妻は、収入が公的年金約５５万円。公的年金等控除と基礎控除の範囲に収まるため税負担が生じず、保険料が天引きされても、控除のメリットはない。

　ただし、夫や世帯主がまとめて口座振替にしても、どの世帯でも負担減になるわけではない。東京会計西新宿事務所の税理士、荒井繁さんは「年金収入は１５３万円までは課税されない。妻の年金が１５３万円以下なら、夫が妻の保険料も口座振替にした方が世帯の税負担は減る。ただ、夫婦ともに年金が１５３万円以下なら、いずれも課税されないので口座振替のメリットはない」と指摘している。

　■選択制...自治体は納付率低下を懸念

　後期高齢者医療制度では、年金額が特に少ない人を除き、「保険料は原則、年金天引き」でスタートした。しかし、批判に押される形で昨秋、「未納がない」などの条件付きで、口座振替が選べるようになり、今年４月にはその条件も取り払われた。

　昨秋からの累計で、口座振替に切り替えたのは対象者の約７％。同様に、国民健康保険料の年金天引きも、振替との選択になった。口座振替にしたのは、対象者の約２５％。後期に比べ、やや高率なのは、保険料が著しく高い地域があるためかもしれない。

　自治体が心配するのは、選択制導入による納付率低下。関東のある自治体は「天引きなら１００％集められるが、口座振替だと振替不能もあり、１００％にはならない」と話す。振替だと自治体に手数料がかかるという難点もあるうえ、納付率が下がれば、"埋め合わせ"を考えざるを得ない。

　◆地方住民税も

　なかには、「介護保険は天引きなのに、どうして国保と後期だけ、こんなに振り回されるのか...」（関東の別の自治体）と、恨み節も混じる。

　逆風の中、年金天引きにこぎ出すのが総務省。１０月から、個人住民税の年金天引きをスタートする。市町村税課は「年金受給者の便宜の向上になる。市町村から納付率向上に向けた要望もあったし、ＩＴ関係が整備され、技術的にできるようになったことも大きい」とアピールする。

　しかし、後期高齢者と国保で天引きが"頓挫"した後だけに、「対象者は年金受給者の２割強。後期や国保の保険料は払い方で世帯の税負担が変わるケースがあるが、税は天引きでも負担は変わらない。後期や国保とは事情が全く違う」と、違いを強調する。

　◆介護保険は天引き維持

　後期や国保と同じ社会保険でも、介護保険料は今回、口座振替との選択制が見送られた。全国市長会が納付率低下への懸念から、強く反対したためだ。しかし、納め方によって、世帯の負担額が異なるのは悩ましいところ。同会は介護保険料の天引き維持を守りつつ、納め方によって税負担が異なる事態を解消するよう国に求めている。
