　高専賃、事業者の「レベルアップを」―高専協

高齢者専用賃貸住宅では、事業者自身のレベルアップが必要―。都市再生機構が7月10日に開いた事業者向けセミナーで、高齢者専用賃貸住宅事業者協会(高専協)の奥村孝行事務局長が講演し、こう指摘した。奥村事務局長は、高専賃では特別養護老人ホームなどの介護施設と比べ、高齢者自身がより自由に生活できるなどの特徴がある一方、事業者には「玉石混交」の実態もあるとして、事業者のレベルアップが重要との認識を示した。

　奥村事務局長は、特養や老健、有料老人ホームなどの介護施設と、ケアハウスや高専賃などの高齢者住宅の違いについて説明。介護施設では、自由に外出することが難しいなど、入居者の生活が管理されており、介護サービスを自由に選択できないと述べた。一方、高齢者住宅はあくまで「住まい」であり、高齢者はケアプランに基づいて自由にサービスを選ぶことができると指摘。消灯時間がなく、外出したりお酒を飲んだりすることもできるなど、生活の自由度がより高いと述べた。
　また、高齢化しつつある団塊の世代はこれまでの世代と比べ、より自由なライフスタイルを好む傾向があると指摘。介護施設での集団生活に「なじむだろうか」と述べ、高専賃が今後果たす役割の重要性を強調した。

　一方、高専賃の制度が発足してから約3年半が経過したが、その中で「問題点も出てきた」と指摘。中には、▽有料老人ホームのような利用権方式の入居契約を結ぶ▽高額な一時金を取っている▽住宅の居室面積があまりに狭い▽契約期間が短過ぎる▽入居者に部屋の住み替えを求める▽介護保険サービスと生活支援サービスを混同して提供している―ところもあり、「有料老人ホームの指定逃れのようなものもある」と述べた。

　その上で、高専賃の事業者の「レベルアップが必要」と指摘。介護保険でのサービスとその他のサービスをきちんと区別することや、高齢者の借家権を尊重した入居契約、医療や介護のサービス利用者の選択権の尊重などが必要だとした。また、「高齢者に必要な基本サービス」として、食事や緊急通報、健康管理などを挙げ、こうしたサービスは高専賃でも「あった方がいい」との見方を示した。
