　－－組織を紹介してください。
　高齢者や障害者の福祉施設、保育園で働く職員や利用者、家族、経営者のほか、学識経験者などで構成しています。通常、保育なら保育だけの組織が多い中、県民集会実行委員会は福祉分野の人たちが一つになって活動を続けている全国でも珍しい組織と言えます。
　－－委員会の発足のきっかけは。
　県が９８年、財政難から９９年度の予算案で福祉分野の県単独補助金の一律３０％削減を提案したことに危機感を持った関係者が集まり、対応を協議したのが契機になりました。１０００人規模の集会で削減の阻止を訴え、新聞に意見広告を出すなどして、削減幅を１５％に圧縮させることに成功しました。以後毎年、集会やパレードを行い、福祉予算の充実を国や県などに訴えています。
　－－県は景気の低迷に伴う巨額の税収不足を受けて、来年度予算でも政策的経費の原則３０％削減を編成方針に掲げています。
　県は公立と民間の保育園の格差をなくすための「公私間格差是正制度」を６年前に廃止し、今年度で激変緩和措置も終わりました。民間の保育園は人件費が苦しく、ベテランの保育士が働き続けられない状況です。障害者でも、グループホームやケアホームへの県の補助金が少な過ぎ、ホームの要望は多いのに増設できない、働き手がいない、という状況です。そのうえ、さらに３０％もの削減をされたら福祉はずたずたにされます。せめて、福祉と保育に関する予算の削減は避けてほしいと願い、県に要望しました。
　－－現在の福祉が置かれた状況をどう考えていますか。
　障害者や高齢者の施設を利用する方は増大する自己負担に耐え切れず、福祉サービスを受けたいのに我慢するという状況が続いています。一方、社会福祉を支える労働者にとっても、例えば保育単価は切り下げられ、障害者施設の収入は月払いから日割り計算に変わり、より厳しくなっています。その結果が低賃金と重労働の日常化であり、将来の希望が持てずに福祉の世界から去らざるを得ないという状況です。今の社会福祉は、その名に値しないほど変質してしまっています。
　－－今、一番訴えたいことは。
　福祉の質を下げてしまった障害者自立支援法の廃止です。また、介護保険はさらに利用者の負担を下げること。憲法２５条がうたう「健康で文化的な生活」を送るため、福祉予算は削るのではなく、もっと充実してほしい。
