民主マニフェスト「介護賃金4万円アップ」　介護従事者6割が「実現しない」

民主党は2009年衆院選のマニフェストに、介護労働者の月額賃金を4万円引き上げることを盛り込んだ。しかし、具体策は決まっていないうえ、6割が「実現しない」と思っている。事業所の多くが赤字で、その補填に使われてしまう、といった問題点が多いからだ。

　民主党は介護労働者の賃金を月額4万円引き上げるには、8000億円程度が必要だとしている。しかし厚生労働省老健局介護保険計画課の担当者は、「財源確保の具体策は決まっていない」といっている。

■給与があまり上がらず、3～5年で辞めていく人が多い

　全国6万人の介護従事者が所属する労働組合、日本介護クラフトユニオン（NCCU）は2010年4月からスタートして欲しいと、民主党に近々要請する。　　陶山浩三事務局長は、

　　「期待したいですが、いまのところ具体的な話がないので本当に実現するのだろうか、というのが現場の見方です」

と話す。

　福祉関係の人材派遣を行うニッソーネット（大阪市）が介護スタッフ650人に行ったアンケートでは、59.9％が民主党のマニフェストが「実現しない」と答えている。09年10 月20 日～11 月3 日に行い、147人の回答を得た。

　介護の月額賃金は正規職員で20万円程度だ。長く務めても給与があまり上がらないので、3～5年で辞めていく人が多い。介護を目指す若者も減っていて、現場の負担は大きくなるばかりだ。国は賃金アップの施策を進めているが、実際の効果はあまり出ていない。

■「介護報酬のなかで人件費割合を見直さないと根本的解決にならない」

　そのいい例が09年4月に改定された介護報酬だ。03年と06年の改正で連続して下がり、09年に3％引き上げられた。国は1人あたりの賃金が月額2万円アップすると見込んでいたが、日本介護クラフトユニオンが会員に8月に行った調査によると、月額平均6475円のアップにとどまり、7割が「不満だ」と答えた。前出の陶山事務局長は、「事業所の多くが赤字の補填に使ってしまい、賃金には回らなかった」と話している。

　　また、10月にスタートした介護職員処遇改善交付金の支給についても、11月時点で申請が済んでいるのは全国の事業所の48％と、あまり広まっていない。正規職員で月額賃金が平均1万5000円アップすると厚生労働省はいっている。

　交付金をもらうには、事業所が都道府県に申請する。手続きが複雑であることや事務職やケアマネージャーといった一部の職員は対象外で不公平になること、2年半後に給料を下げることになるという理由から、事業所側も手続きに積極的でない。

　NCCUの陶山氏は、

　　「長期的に見ると、介護報酬のなかで人件費割合を見直さないと根本的な解決にはならないと思います」

と話している。
